梅应丹,博士。中国石油大学(北京)经济管理学院副教授,博士生导师。入选中国石油大学(北京)青年拔尖人才。本科毕业于中国人民大学,博士毕业于美国俄亥俄州立大学。主要研究方向为资源与环境经济学,碳市场与碳金融、能源战略与管理。主持国家自然科学基金等项目。在《Journal of Environmental Economics and Management》、《Forest Policy and Economics》、《中国人口资源与环境》等国内外权威学术期刊上发表论文20余篇。担任《Journal of Environmental Economics and Management》、《Resource and Energy Economics》等期刊审稿人。

报告摘要

To keep the earth average temperature below 1.5℃, wind energy is identified as one of the necessary paths to achieve the goal of net-zero carbon emissions. This study explores the impact of wind facilities on land values based on wind farm construction and land transaction datasets in China from 2005 to 2017. We implement a difference-in-difference approach to estimate the causal effects of the sitting of wind farms on land prices. Our results show that the siting of wind farms significantly impacts land transaction prices. On average, lands located within 10 km of a wind farm enjoy a 2.93% to 7.29% price premium. However, lands located within 1 to 3 km of a wind farm experience depreciation, while lands located within 3 to 6 km of a wind turbine experience an increase on average. We further find that offshore wind farms are viewed more favorably by nearby residents compared to inland wind farms. Our estimations imply that wind farm constructions lead to about $1.073 billion appreciation in land values in China. Our estimated environmental benefits range from $2.9 billion to $27.6 billion. Based on the recent carbon price in China (as of July 2021), the economic benefits of the wind farm are about 37% of the environmental benefits from carbon emission reduction.
